Klimatförändringar, ett problem för vem? : En institutionell policystudie om könets betydelse i svensk klimatpolitik 

The UN has a goal to gender-mainstream all politics, but its politics in climate change is not gender-sensitive. The Swedish government has the same goal concerning gender mainstreaming, but does the Swedish politics of climate change reach this goal? The aim of this paper is to examine the relations between the Swedish politics of gender and climate change. In addition, the aim is also to investigate how gender is constructed in the climate politics. To reach these aims, an institutional, policy and gender analysis is used.

Sverige, Eu och Jämställdheten : En studie av europeisering

This study is set out to examine if there is any kind of influence between the EU and Swedish Gender policy. More specific the Swedish efforts within the Gender policy area, especially in the area of social policy and employment, during the Swedish presidency in the Council of Ministers 2001. And also to examine the impact of Europeanization in Swedish Gender policy. We have decided to delimit our study to care of elderly and children when it comes to the area of social policy. We are using a descriptive, examining qualitative method.

2000-talets jämställdhetspolitik - ett avpolitiserat politikområde? : En diskursanalytisk studie om den svenska jämställdhetspolitiken

This discursive policy study has its starting point in the criticism of the Swedish gender-equality policy is depoliticised. The purpose of this study is to investigate how the Swedish gender-equality policy was problematised and designed during the 2000s. The purpose of this paper is also to investigate whether the Swedish gender-equality policy can be defined as a depoliticised policy or not. The research questions of this study are: What´s the problem of gender-equality represented to be in the specifics policies and what effects are produced of this representation? Can Gender policy, as it is designed in the various policy documents, be understood as a depoliticised policy, in the sense that sex is not articulated on the basis of a conflict dimension?To find the answer of theese questions I use the method ?Whats´s the problem represented to be", which is an inductive approach where the researcher sets selected questions to its material.

Backlash för feminismen? : En analys av svensk jämställdhetspolitisk idédebatt 1998 - 2011

The aim of this thesis is to investigate and analyse the debate of ideas on gender equality policy during 1998 - 2011. The questions raised in this thesis are; which gender equality policy ideology has prevailed during 1998 - 2011, and which ideological orientation have the different ministers of gender equality expressed during the same period of time? I have conducted the study by analysing government publications and debate articles against a ideological framework consisting of different types of feminist theory. In order to get a result as representative as possible, I have only used the material from each of the ministers during their time in office. The research method that I have used when analyzing the material is qualitative text analysis.

Individen i det offentliga, familjen i det privata - en jämställdhetspolitisk paradox? : en diskursanalys av regeringens arbetsmarknads- och familjepolitik

This paper takes it points of departure in a gender equality perspective and the perceived paradox between the governmental labour market policy and family policy. The first policy area has the aim to put people to work, whereas the other introduces a reform, vårdnadsbidraget, that point in the opposite direction. Which are the problem representations within the two policy areas and are the problem representations concordant or contradictive? From a constructivist perspective, langue is closely related to power through defining and ascribing meaning to reality. Drawing on political documents, speeches and articles formulated within the government, this paper analyzes problem representations through the use of discourse analysis and feminist political theory.

"Action speaks louder than words" EU, jämställdhet och EPA-förhandlingarna

Officially, the EU Gender policy since 2000 has been guided by the strategy of Gender Mainstreaming. This strategy aims to promote gender equality and is informed by a feminist ontology which stipulates that women are structurally subordinated.In this essay, I examine whether the European Commission has adequately adhered to this Gender policy in its free trade negotiations with the ACP (African, Caribbean, and Pacific) countries as part of the Cotonou Agreement. As a result of my text analysis of documents related to the negotiations, opinion pieces by interested actors and policy papers of the EU, I find that the Commission does not act in accordance to its stated Gender policy.To explain this discrepancy between policy intent and actions, I employ postliberal feminist theory and Robert Putnam's Two-Level Game Theory Model. By analyzing statistics and published research, I explore how gender issues are being represented politically on a domestic and international level.My findings show that a key cause of this discrepancy lies in the low levels of female participation in the political institutions of the EU and ACP; a lack of participation that is especially pronounced in the area of international economics. In explaining the constraints on female participation and the prospects of full implementation of the EU's Gender policy in the international political economy, I emphasize the role of culturally and historically gendered institutions..

FRIHET ELLER JÄMSTÄLLDHET?

This study in Public Administration uses feminism and historical institutionalism toanalyze a highly debated contemporary policy problem that concerns genderequality in the policy of parental leave. The parental insurance was introduced in1974 with the governmental goal of gender equality. In 1974 only 0,5 percent of thenumber of days of parental benefit was paid to men. Today, 40 years later, the goalremains the same and the numbers of days of parental benefit paid to men are 24,8percent.The debate that has characterized the Swedish policy of parental insurance andspecifically the design of the parental benefit is the debate of freedom of choiceversus quota.Our study focuses on ideas and arguments that influence the policy of parentalbenefit. The study assumes, with basis in the theories of feminism and historicalinstitutionalism, that a policy like parental benefit is slow-moving and that pathdependency has lead to a slow development of gender equality..

Finns kvinnor i säkerhetspolitik? : En undersökning av den svenska säkerhetiseringsprocessen avseende svenskt deltagande i den militära insatsen Minusma i Mali utifrån ett feministiskt perspektiv

Scientists argue that gender affects foreign policy and security policy, that ideas of gender are inconstant and that there is a lack of feminist perspectives in International Relations. The changes seen in the global security context may have challenged the way politicians and scientists understand war and its impacts, and led to increased gender awareness.Using securitization theory and feminist international relations theory, the aim is to examine how women and men are being spoken of in the Swedish foreign policy discourse regarding participation in the UN-led stabilization mission Minusma in Mali. By applying a feminist perspective on the securitization process, the intention is to increase the knowledge of whether there is gender awareness in this context.The result shows that there is limited gender awareness. There is minor consideration for the conflict?s different implications on the situation for women and men.

This paper is a discourse analytic policy study with the intention to investigate the swedish government's policy action plan against prostitution and trafficking for sexual purposes. The document is called Handlingsplan mot prostitution och människohandel för sexuella ändamål. The purpose of the study is to investigate whether there is a feminist gender understanding taking place in the action plan. This is made by both see how the problem of prostitution is produced partly by examining whether there is a gender-based power analysis in action. The research questions of this study are:What is considered being the problem with prostitution and trafficking fosexual purposes?Is there a feminist gender understandning in the government's prostitution politics?To answer these questions I use Carol Bacchis method Whats the problem represented to be? And the material being used is the government's actionplan.

"Att äta elefanten i småbitar" - Om den svenska regeringens feminism

After the last election Sweden has got a government that claims to be feminist. This thesis discusses whether the change of labels has also brought along policy formulated in a feminist way, arguing that the way policy is expressed affects how people see a certain problem. Three policy proposals are analysed, and in only one case the government seems to have been influenced by feminist ideas. The other proposals partly support claims made by new institutionalism that norms and routines in an organisation work to resist policy change, but also shows that feminist ideas are resisted more actively. The fact that so called policy entrepreneurs was present in the policy process at a certain period in time, probably counts for one explanation to the exceptional policy.

Gender Mainstreaming - Kioskvältare eller dagslända?

The European Union's work on equal opportunities for women and men can be described historically in three eras; equal treatment, positive action and, most recently, the gender perspective. In accordance with the latter, gender mainstreaming is the latest method in dealing with these issues. Its aim is the implementation of the gender perspective in all policy processes and to challenge the male norm that permeates all decision making. EU:s work on equal opportunities, though, persists not only of gender mainstreaming but has a double approach also including special actions.This thesis bases its argumentation on discourse analysis of communications from the Commission regarding employment and social affairs. It argues that the two components of the double approach; gender mainstreaming and special actions, are incompatible and even becomes contra productive put together.

EU:s jämställdhetspolitik ? ett janusansikte? En studie av EU:s jämställdhetspolitik med mammaledighetsdirektivet som belysande exempel

This bachelor thesis explores the conditions for a harmonized EU gender equality policy. Recently the maternity leave directive has been introduced by the European commission and seeks to improve the conditions for pregnant workers. The controversial subject of this maternity leave has illustrated many of the problems connected to the development of a social dimension in EU. First of all, the debate concerning the maternity leave directive in the European Parliament has shown that both sides in the parliament seem positive towards creating legislation in this matter on EU level. However, parties at the right tend to disagree to many of the amendments in the proposal, such as the maximum entitlement.

Jämställdhet : definitioner, attityder och jämställdhetsåtgärder i praktiken

The object of this essay is to discuss the relationship between the definition of the concept of gender equality and attitudes towards gender equality and their consequences for gender equality measures. The point of departure is feminist political theory and interviews about attitudes towards gender equality at a department at the University of Linköping. The conclusions of this study is that there are a wide range of definitions and attitudes, and these conceptions are not necessarily the same as those being pointed out in the official gender equality policy at the University of Linköping. In this study the opinions of measures for gender equality among the interviewed are widely spread. Some finding Swedish men and women already being equal and therefore there is no need for measures, since this would result in discrimination of men since women would gain advantages from being women.

Inflytandet av problemrepresentationer för jämställdhetsintegrering

This thesis uses the ?What's the problem?-approach developed by Carol LeeBacchi. This approach studies how the problem that a certain policy is supposedto take care of is represented. Each representation will rest upon certainassumptions and will accordingly support certain solutions while other solutionswill be considered less suitable to the problem as it is represented.The thesis therefore evaluates the competing problem representations forgender mainstreaming in Sweden. The theory chapter explores two developmentpossibilities for gender mainstreaming, based on diversity and deliberativedemocracy.
